Traditional empanadas from San Andrés and Providencia

Ingredients
500 gr wheat flour (dough)
1 tbsp oil (dough)
1/4 cup(s) water (dough)
500 gr ground beef (filling)
125 gr green papaya, finely chopped or ground (filling)
2 piece(s) garlic cloves, finely chopped (filling)
1 piece(s) onion, peeled and finely chopped (filling)
1 piece(s) bell pepper, chopped (filling)
2 piece(s) peppers finely chopped (filling)
2 tbsp vinegar (filling)
3 tbsp oil (filling)
salt to taste (filling)
Directions
  1. Prepare dough by mixing ingredients and kneading, form small balls and let rest few minutes.
  2. Mix all filling ingredients and sauté for 15 minutes.
  3. Flatten balls with fingers on greased board and fill.
  4. Form empanadas and fry in hot oil until golden.
  5. Also filled with cooked and shredded fish, crab meat or conch.
